Well first, according to research done here in EMEA by Forresters and E&Y, IT budgest constitutes to approx 5% of all business. 20-25% of that means 1% of core business. Given that 2009 will be a year for a lot of mergers and quite many acquisitions, thsi might not be an immediate priority, although immediately after a M&A activity, this pie might get a significant boost in its size and may be a candidate for some sort of a CC effort, as an obvious side-effect of a M&A is sourcing possibility. But then we still have CC in a pretty much nascant phase, no matter how hard the vendors and all others want to scream harder.

Amazon, however, is making strides in its EU citizenship attempts, and given that CapGemini and hopefully others typing a knot with AMZN/AWS, this might get a push in those bid management deals, although folks ought to really watch out manage the sensitivity of CC talk to CIOs who have other concerns.

My take  is that possibly Non-mission critical or Non- revenue
generating applications (the so called departmental applications) in
enterprises that may form about 20 to 25% of the total IT
infrastructure and services may find their way to the clouds..
