Cloud Computing Platform for Government use

My company is considering sponsoring a "Cloud Computing Education
Series" in the Washington, DC area. The purpose of this seminar
series would be to educate the government market on the value and
challenges associated with deploying cloud platforms. I would
appreciate the groups views on the following questions.

1) Are their any key differences between a "public cloud platform" and
a "government cloud platform"?

2) Are there any unique values assoiated with using a cloud platform
to support government functions?

2) Are there any unique concerns when a cloud is used for government
purposes (i.e. defense, homeland security, law enforcement, etc.)
