Pricing Model for Clouds

Current threads point out need for a mix of
a) Persistent but intermittently accessed Services such as portals,
pub-sub/notification, registries etc. These need to run all the time but
use little or no CPU
b) Compute or Data intensive tasks that require dedicated resources used
flat out for some period of time

Do current cloud systems and their charging model support both cost
effectively (assuming b) surely cost effective)
