Atleast for Google, yes hosting services are going to be monopolized only by their data centers.  Microsoft's Azure platform leaves room for outsiders to build azure based data center by anyone that uses their azure platform. But end of the day, both Google and Microsoft left a lot of room for application development companies to build software on their platform.  So your IT department is partly right that infrastructure and platform is going to be big players like google and microsoft.  For apps its a whole different ball game
