A friend just pointed me to http://change.gov/page/content/openforquestions
The tool they're using (in the iframe) is Moderator, a Q&A manager running on App Engine written by Google. They talked about Moderator a few months ago here: http://googleappengine.blogspot.com/2008/09/introducing-google-moderator-on-app.html
The Obama folks are calling it "Open for Questions". Announced here: http://change.gov/newsroom/entry/open_for_questions
As for the CC implications, it's probably premature to read much into this, but it is encouraging to see. Perhaps it will become a trend for the new administration.
