You need to consider technology penetration as well, on one hand I've seen commercial cloud offerings and OS bundles, based on Xen (Amazon EC2, possibly network.com - Sun's version of Xen, but not 100% sure about this, maybe guys from Sun would correct me), Microsoft also uses Xen for its Hyper-V, which gives a good platform to build your cloud on, on the other hand, my observations of several indicators (number of positions in Dice job board with keyword 'VMware'), show that, corporate commitment to VMware outweighs Xen by far.
Though I agree with Greg, virtualization is only a building block of cloud solution, not necessarily the crucial one.
